interconnecting K–12 school districts, higher education
institutions, libraries, and public entities through high-capacity
broadband infrastructure and collaborative technology services. The
Administrative Specialist supports the operational, financial, and
compliance functions of Network Nebraska. This position plays a
critical role in administering federal E-Rate funding processes,
coordinating competitive procurements (RFPs), managing vendor
relationships, and ensuring transparent and accurate cost-recovery
practices across a statewide membership base. This role requires
strong organizational skills, financial attention to detail, and
the ability to communicate complex technical and regulatory

Program Administration & Compliance. Stakeholder & Vendor

the scope of the classification. Requirements / Qualifications
Minimum Qualifications: At least one year of post high school
coursework or experience in: administration, office management,
accounting, finance, planning, policy analysis and implementation,
administrative/management analysis, operations research, program
evaluation, research, or similar fields or in a field related to
the programs or functions of the employing agency. Preferred
Qualifications: Associates degree in public administration,
business administration, finance, information systems, or a related
field OR equivalent combination of education and experience.
Experience supporting grant administration, procurement processes,
compliance oversight, or financial record keeping. Experience
managing multiple deadline-driven projects with high attention to
detail. Proficiency in Microsoft Excel (data analysis, comparison
models, pivot tables, formulas) and Microsoft Office Suite. Strong
written and verbal communication skills. Ability to interpret and
apply policies, regulations, and contractual requirements. Ability
to work independently while collaborating effectively with diverse
stakeholders. Experience administering the federal E-Rate program
or other federally funded grant programs. Experience working within
state government, higher education, K–12 systems, or other
public-sector environments. Working knowledge of broadband,
telecommunications, or network infrastructure concepts. Ability to
research and monitor federal or state funding opportunities (e.g.,
broadband initiatives, technology grants). Experience preparing
reports, executive summaries, or stakeholder communications.
Familiarity with state procurement processes and competitive bid
administration. Experience reviewing contracts, evaluating vendor
bids, and reconciling invoices. Other: Regular and reliable
