**Job Description:** Our North American Unit is looking to add a National Practice Leader for Transportation Policy to support its transportation toll program practice and expand the firm's policy and strategic planning services, with a focus on preparing for future disruptive technologies and expanding CDM Smith's client base of state Departments of Transportation. The primary responsibilities for this role will include: ? Provide Policy and Legislative Support for Toll Program Practice. Support toll program client coordination with knowledge of public sector issues regarding toll policy and strategic business decisions by leading legislative reviews and efforts to streamline procurement documents and processes, draft inter-government project agreements and term sheets. Develop and/ or oversee development of technical/policy documents and reports on evaluation associated with toll business, operational and organizational frameworks for toll operations and or toll collection enforcement. Coordinate between procurement, contracts and toll operations with respect to toll program needs. Assist clients with internal communications and reporting needs. Advise, analyze and draft documents regarding legislative initiatives, departmental policies and administrative rules for toll programs relating to alternative delivery. ? Expand CDM Smith Market Opportunities with State DOTs. Lead national client service outreach and engagement with state DOTs. Strengthen presence at AASHTO, support regional NAU leaders and state client service leaders (particularly re: strategic/ policy opportunities). Prepare CDM Smith for substantial growth with this market via expanding tolling opportunities -- develop specialty in preparing DOTs in transition to overseeing tolled facilities. ? Adapt Policy and Strategic Planning Services for Disruptive Technologies. Build CDM Smith's policy practice around strategic planning services. Focus on adapting practices and establishing CDM Smith as consultant leader in preparing for disruptive technologies (ex. travel demand modeling, forecasting, transit planning, future urban mobility scenarios, etc.). ? Support CDM Smith's Transportation Practice Strategic Growth Plan. Support and advise National Transportation Director on implementation of growth strategy, including monitoring of progress and identifying areas of opportunity both internally (org structure, building capacity) and externally (new market opportunities). **Requisition ID:** 22050BR **Business Unit:** NAU **Job Title:** National Practice Leader - Transportation Policy **Group:** HQG **CDM Smith Employment Type:** Regular **Minimum Qualifications:** ? 10-13 years of work related experience specialized knowledge of management consulting practices professional society membership and involvement supervisory capability and excellent interpersonal and communication skills. ? Bachelor's degree in a business or technical discipline. ? 8-10+ years progressive experience related to toll program development and/or oversight of complex transportation program. ? Must have an understanding of the design, development, deployment, and operation of electronic toll collection systems, video tolling, communications, and interoperability; as well as state transportation programs and related public policies. ? A working knowledge of public sector legislative functions and practices. ? Must be able to work independently and demonstrate critical thinking skills. ? Proven written and oral communication abilities, including analysis and interpretation of complex written documents are needed. **Preferred Qualifications:** ? MBA/ MA degree strongly preferred. ? Experience with the toll vendor, toll consultant, and transportation engineering and delivery community is a plus. ? Experience with state government transportation procurement practices strongly encouraged. ?
